A proclamation Whereas His Majesty has been graciously pleased, for vindicating the honour of His Crown, so much affected by the violation of the convention concluded ... between His Majesty and the King of Spain ... all merchants and others, who shall ... equip and set forth any private ships or vessels of war for apprehending, seizing and taking the vessels and effects belonging to the King of Spain ... shall receive all proper encouragement ... and that lawful commissions or letters of marque and reprisal shall be accordingly granted ...
