The guidelines will mainly benefit health programs and services in low-resource settings since they present the greatest challenges in providing services adapted to the needs and rights of underserved population groups. However, its content is relevant to all settings. By applying these recommendations, countries can adapt them to their local contexts, taking into account economic conditions and available health services and facilities
