The exceptional use of the military for this is, by contrast, a sensitive issue, and one that is considered a political and constitutional problem, particularly in Germany. Recent terrorist attacks have brought the surrounding debate on the subject back to the fore, and an amendment to the German constitution extending the currently highly restrictive exceptions permitting deployment of the army was suggested. Other legal systems find themselves faced with the same situation. Against this background, the conference proceedings gathered here compare Germany, Switzerland, the United Kingdom, the USA, and Colombias constitutional provisions. They reveal significant differences in how these legal systems address the question of the domestic use of military force. Der Einsatz von Militär zu solchen Zwecken ist demgegenüber eine heikle Ausnahme, die gerade in Deutschland politisch und verfassungsrechtlich besonders sensibel ist. Dies hat sich erneut gezeigt, als angesichts terroristischer Bedrohungslagen Forderungen nach einer Änderung der engen Ausnahmeregelungen des Grundgesetzes aufkamen. Auch andere Verfassungsordnungen stehen vor derselben Frage. Der vorliegende Tagungsband untersucht daher aus rechtsvergleichender Perspektive die verfassungsrechtlichen Vorgaben in Deutschland, der Schweiz, Großbritannien, den USA und Kolumbien. Dabei zeigen sich erhebliche Unterschiede der Verfassungsordnungen im Umgang mit der Frage des Einsatzes militärischer Mittel im Inland.
