Message from the president of the United States inclosing a letter to him from the governor of South-Carolina, accompanying a number of depositions of witnesses to several captures and outrages committed within and near the limits of the United States, by a French privateer, called the Vertitude, or Fortitude; and also copies of certain other depositions relative to the same subject, transmitted by the collector of the District of Charleston. February 5th, 1798. Referred to the committee to whom was committed, on the 29th of November last, so much of the president's speech as relates to the protection of commerce and the defence of the country.
