The two explanatory statutes, upon which the late proctors were indeed pleased to put their negative, not wantonly, but because it was their duty, being now to be reconsidered; the publisher of the following papers cannot forbear offering to the members of convocation what in his opinion throws considerable light upon the subject, by shewing that the prevailing opinion of all times has been against the power of altering or explaining the present statutes
