By the Lord Lieutenant and Council of Ireland, a proclamation. Devonshire Whereas by proclamation, bearing date the twenty third day of July last, Thomas Whelan late of Ballinvally, in the county of Kilkenny, Yeoman, otherwise Thomas Phelan of Ballinvallagh, in said county, Yeoman, John Armstrong of Tullowhirn, in said county, school-master, Loughlan Doran, and John Doran both of Radestown, within the liberties of the city of Kilkenny, yeoman, and John Reddy of Bishopslough, in said county, yeoman, were (amongst others) proclaimed as Tories, robbers, and rapparees
