An address to the citizens of Edinburgh wherein The utter Unfitness of the present Set of the City, is clearly and evidently demonstrated; With humble Proposals of some Alterations and Amendments; and the Constitution of the City of London, offered as the Basis of this Plan, and submitted to every true Citizen, who has the Good of the City at Heart. For the better Government of the same; and that all Citizens who bear Burden in the City, should likeways have the Power and Privilege to be equally represented in the Council; and, according to their natural and unalienable Rights, freely to elect their own Governors and Magistrates, without unreasonable Limitations or Restrictions; And for regulating the Number, Power, Authority, and Manner of their Election, with some other useful Hints to the Burgesses
